How can I report animal abuse in a local shelter?

I want to find a way to report animal abuse that I witnessed in a local animal shelter and I would like it to be brought to the publics attention but our local newspaper will not help and please do not tell me to report it to the ASPCA OR PETA because I know aboout them but that will not help. So if anyone knows anyway to help with this please let me know.

firstly document the facts now so you dont forget later…
if their is a manager of the shelter you should report it to them…the local newspaper is generaly the best way of bringing things to the publics attention HOWEVER they risk being sued if the information is incorrect plus will get blasted by alot of shelter supporters for running the story… PLUS they are worried about undoing any good things that the shelter does do…
ok.. so if this shelter is not an SPCA the SPCA itself will know who investigates complaints in that area.. they may not help but can tell you who will
a vet might know who you contact
or the city itself usually investigates complaints of abuse…so call them too…

good luck – make sure what you saw was infact abuse not a misunderstanding of a situation (like you cannot report euthanasia becuase it is done to control numbers)
