Do I REALLY have to get a health certificate for my dog to fly with me?

So the airlines I fly are american, delta and southwest, I have checked all of their pet policies and they all say that their airline does not require a health certificate for the pet to fly as a carryon. HOWEVER what keeps confusing me is that they all drop this in on their site as well.

“While “said airline” does not require a health certificate for carried-on or checked pets, upon arrival, the certificate may be required by the state.” ?? What does this mean, are they going to shove me back on the plane and demand I leave Massachusetts? or seize my dog?

Basically my question is, has anyone ever flown with their pet as a carry on and had an issue at the destination regarding a health certificate?

To me, it means that if you are traveling within a state, a health cert is not needed. But if you are traveling inter-state, a health cert may be required. If your dog has been to the vet within the past 12 months, all the vet would really need to do is sign the paper.
