Ferret, new york city?

a friend of mine owns ferrets and he asked me if i wanted one, he also warned me that ferrets are illegal in new york city! he told me how a pet store his friend works at got sued for a thousand dollars for having them.
But i don’t get it, not too long ago i saw a man freely walking a ferret in central park! and i wasn’t the only one that saw people walking with ferrets. Petco sells ferret food.. if it was THAT illegal wouldn’t they bad ferret food special ferret accessories and even ferret supplements. If someone was buying that wouldn’t the people who work in there get suspicious that you have a ferret and report you or something?
so i could own one as long as no one really sees it too much or something?

They’re illegal, but no one cares or checks. I had 4 ferrets when I lived in NYC.
